This Annex sets out the process for staggered implementation and provides the details of when different parts of the DIP Rules will be implemented in accordance with the DIP Transition Plan.

Section F contains the rules by which the BSC provisions can be changed through Modification Proposals. It sets out: the roles of the Panel, BSCCo (Elexon), the National Electricity Transmission System Operator (NETSO) and Ofgem in the process; who can raise Issues and Modification Proposals; how Standing Issues and Modification Proposals are progressed; how Workgroups are constituted and governed; how Approved Modifications are implemented; and how Code Subsidiary Documents are created and changed.

‘Outstation Type’ is a data item contained within the D0268 ‘Advanced Meter Technical Details’ flow and is used by Supplier Volume Allocation (SVA) Meter Operator Agents (MOAs), for SVA Metering Systems and Asset Metering System (Asset Metering Types 1, 2, 3, 4 and 5), Asset Metering MOAs (for Asset Metering Types 4 and 5), HH Data Collectors (DCs)/Advanced Data Service Agents and Asset Metering HHDCs to specify and determine which protocols must be used in order to dial into a particular Outstation. It is defined in the Retail Energy Code’s Energy Market Data Specification (EMDS) as a three-character identifier, along with a Valid Set of available codes which is mastered under the BSC.

The purpose of this document is to provide a complete specification of the set of business requirements that the CRA Service must satisfy for all of its various User types. These range from the BSC Parties, to BSCCo Ltd and its various Agents, including the operators of the CRA itself and the other BSC Services. The Central Registration Agent (CRA) is one of the suite of seven services that support the operation of the Balancing and Settlement Code (BSC). The role of the CRA is to maintain a master register of information relating to the registration of participants, trading units and physical plant such as Boundary Points and interconnectors.

This Code of Practice defines the minimum requirements for the metering of energy via low voltage circuits for Settlement purposes. This Code of Practice specifically applies to metering of energy via low voltage circuits for Settlement purposes. Metering Equipment compliant with this Code of Practice can be traded either Half Hourly where the Metering Systems are not 100kW Metering Systems (Measurement Class E, F or G) or Non-Half Hourly.

The SVAA ISRA system must work within the defined context of the New Electricity Trading Arrangements , therefore this specification includes details of the interfaces between the Initial Settlement and Reconciliation Agency system and the other systems in NETA.
